CODE OF CONDUCT
National Security has a Code of Conduct implemented that is to be followed to the letter by all individuals within the agency including Special Visitors, Very Important People, and Allies. This code is core to the upkeep of the agency and the individuals within. Every detail is crucial and is to be followed with vigor. It is the duty of all staff members, Special Visitors, Very Important People, and Allies to pay close attention to what is found in this document and to follow it accordingly.

Section 1: Rules & Regulations:
The Rules & Regulations are used as the main basis to improve stability and fairness among the individuals within the agency to achieve a greater image for the agency. Therefore, every individual or group affiliated with the National Security are to acknowledge these rules within the agency.
Section 1.A: General Rules
General Rules are the most simple guide to what is expected as general knowledge for the individuals within the National Security as they are trained and briefed around these rules.
Section 1.B: Headquarters Procedures
Headquarters Procedures are policies that implement the uniformity of the people working within the National Security. These policies also include SV/VIP and Allies. These policies are to be followed at all times.
Section 1.C: Colored Chat Regulations
Colored chat bubbles are used to allow members of the team to recognise who, from which higher-ranked divisions, is speaking or giving instructions. Colored chat is permitted within the agency for certain higher ranked divisions of the organisation. Each division listed below has a different colored chat bubble which they are authorised to use:
The use of red colored chat is only for announcements, and such announcements can be made from Leadership (6iC)+. Use of red coloured chat is not authorised otherwise.
Themed and neon chat is strictly prohibited unless permission is given by an individual within foundation.

Section 1.D: Uniform Regulations
All individuals employed within the agency are required to follow all specifications stated below including SV/VIP and Allies within the base.

National Security uses the universal format of commands to manage and organize the Headquarters and situations that may occur within the agency. Below are the commands:

Disciplinary actions are based on the Disciplinary Policy. Every action such as demotions, discharges to strikes are based on procedures that needs to be followed by everyone. This is to maintain order within the agency and prevent any problem which will affect the agency’s performance.
Section 2.A: Discipline Procedures
Low Ranks (Standard - Detectives & Forensics):
In Base Warning x2 → Demotion → Fire
Senior Ranks - Office Of Administration:
In Base Warning x2 → Written Warning → Demotion → Strike 1 → Strike 2 → Fire (Also known as Strike 3 and DnH)
MoD and above
Strike 1 → Strike 2 → Strike 3
Section 2.B: Trolls
If you suspect someone to be a Troll, you can skip procedure straight to fire but you will need permission from Leadership + with evidence.
In Base Warnings:
A warning is merely a word of cautionary advice, and carries no long term permanent effects on the offender. Warnings act as a protective barrier to the offender, after the warnings real disciplinary punishments may take place. Only Senior Ranks + can issue a warning to a member that is 1 division lower than them.
In Base Warning Example :
Written Warnings:
A written warning is given after telling the culprit in base that their actions are against our CoC, Policy, Rules etc. You must log these on Portal as Warnings with evidence including screenshots. Only SR+ can issue a warning to a member that is 1 division lower than them.
Written Warnings are given to SR Members and above, who display any type of misconduct.
Written Warning:
To give a Written Warning you must; ATT the receiver, state the reason they are being warned and remind them that if they continue more actions will be taken against them.
Section 2.C: Demotions
Demotions are considered a lighter form of punishment compared to Strikes, and should come before them.
Examples of situations that warrants a demotion:
These are only examples, they are not stating the only scenarios in which a demotion can or should be issued.
Junior Ranks
Section 2.D: Strikes
Strikes are to be seen as a major punishment and should be given in the most serious cases.
First Strike: Add x1 into Motto.
The first strike is a major warning.
This strike will remain for at least 1 month and will be removed by the person who issued the strike and by a MoD+. However, after 14 days of issuing the strike it can be re-evaluated and removed if deemed necessary.
Second Strike: Add x2 into Motto.
This strike will remain for at least two months, excluding any LOA’s.
Third Strike: Termination of Service
Once issued, the person will be removed from the National Security with immediate effect.
When issuing a strike, ensure it has been logged on Portal under disciplinary logs.
Section 2.E: Firing
Only iC (in Command) members are allowed to discharge Staff members. Based on certain conditions. However, 3iC and below needs to inform any 1iC+ about the firing.
Direct fire cases (No required disciplinary history):
Section 2.F: Do Not Hire (DNH)
This is an action taken when a worker of the National Security has broken rules repeatedly and didn’t learn from their previous disciplinary actions.
General rules
Do Not Hire Scope (?)
In specific cases Do not Hire can only be done by Chief of Staff +.
As stated above people who are on the Do not Hire list are not allowed to be let into base,
to see who is on the Do not Hire list refer to Kick On Sight/ Do Not Hire on the website.
(Failure to follow the DnH rules will lead to disciplinary being taken accordingly.)
Section 3: Rank Sales
Only official Rank Sellers are able to sell ranks and SV/VIP. These people are the only ones who should be approached regarding buying ranks or SV/VIP. Rank sellers will have badge admin on the badges and will be able to accept badges instantly.

In order to buy ranks, there are certain rules or conditions that need to be followed:

In order to be able to sell ranks there are a few rules and procedures that should be followed during and after a sale. These are listed as follows:
Section 4: Alliances
Alliances are formed by two parties who want to help each other succeed further with their goals. Alliances are used to boost numbers, boost morale, or even to boost popularity within the two parties.
Section 4.A: Alliance Requirements
Agencies who want to form an alliance with the National Security are expected to be able to meet several requirements to be even considered for an alliance. This criteria can be found below:
Section 4.B: Alliance Agreements
Agencies who do meet the requirements and are accepted as allies must be able to keep to the below agreements. If an agency reneges on the agreement, the agreement will be rendered null and void and the agency will not be considered for another agreement for at least three (3) calendar months. Below are the terms in which both parties will be expected to abide by.
The Code of Conduct is under the management of the Secretary of Defense, Secretary of Legislation, and the Legislative Unit. The aforementioned have full authority to edit and update the Code of Conduct. This was last edited by the Legislative Unit in August of 2018.

Section 1: Rules & Regulations:

Section 1.A: General Rules

- Do not ask for any pay, promotion, or room rights.
- Do not AFK (Away From Keyboard) at work stations.
- Do not advertise the National Security in other agencies or “poach” any individuals of another agency.
- Do not conduct a transfer with anyone employed within allied agencies.
- Do not engage with trolls.
- Do not self-promote.
- Do not dance or use any effects inside any room affiliated with the National Security unless instructed otherwise.
- Only authorised rank sellers can sell ranks.
- Only allow official members from the National Security into the base or any other room affiliated.
- Do not converse in any languages other than English.
- Standard ranks must wear their designated uniforms which are located in the Headquarters on the mannequins.
- Do not disrespect others, foreign entities or use inappropriate language.
- Do not converse in capital letters unless permission is given from anyone ranked 3iC+ or on special occasions which will be announced.
- Do not take part in any other employment while being employed within the National Security (this does not include roleplays).
- Respect those who are higher than you in such manners and gestures.
Section 1.B: Headquarters Procedures
Headquarters Procedures are policies that implement the uniformity of the people working within the National Security. These policies also include SV/VIP and Allies. These policies are to be followed at all times.
- Do not engage with trolls.
- Do not dance or use any effects inside any room affiliated with the National Security, unless instructed otherwise.
- Do not converse in any languages other than English.
- Do not disrespect others, foreign entities or use inappropriate language.
- Do not use coloured chat bubbles or text unless stated otherwise.
- Respect all individuals located within the Headquarters.
- Comply with all instructions given by superiors.
- Do not actively attempt to disturb individuals focused on their assigned tasks.
- Do not sit on the floor in the lobby or the hallway.
Section 1.C: Colored Chat Regulations
Colored chat bubbles are used to allow members of the team to recognise who, from which higher-ranked divisions, is speaking or giving instructions. Colored chat is permitted within the agency for certain higher ranked divisions of the organisation. Each division listed below has a different colored chat bubble which they are authorised to use:
- White coloured chat (Standard-Moderation)
- Green coloured chat (Divisional Directors)
- Black coloured chat (Leadership & Executive Cabinet)
- Pink coloured chat (Secretaries & Ownership)
- Dark-blue coloured chat (Presidential)
- Light-blue coloured chat (CoS)
- Directorate+ (Yellow) or (any coloured chat)
The use of red colored chat is only for announcements, and such announcements can be made from Leadership (6iC)+. Use of red coloured chat is not authorised otherwise.

Section 1.D.i) National Security Members
- Standard to Educational Corps/Security Division: Uniform found on the mannequins within the Headquarters.
- Management Department +: Desired attire.
- Divisional Directors +: Appropriate attire.
Section 1.D.ii) SV/VIP and Allies
- Appropriate attire.
Section 1.D.iii) Unapproved Apparel
- Masks or covers that hide the face.
- Inappropriate attire.
- Copying other members of the National Security’s attire without permission.
Section 1.E: Commands
National Security uses the universal format of commands to manage and organize the Headquarters and situations that may occur within the agency. Below are the commands:
- FTB - Fill the Back.
- FTF - Fill the Front (This command holds priority over FTTD, FTT and FTS).
- FTS - Fill the Security (Holds priority over FTTD).
- FTT - Fill the Training (Holds priority over FTTD and all other stations if a recruit is there).
- FTTD - Fill the Transfer Desk (Holds priority over all other stations when transferee is there).
- ATT - Attention!
- AE - At ease/Continue with previous activities.
- CTH - Clear the Hallway.
- BTW - Back to Work.
- BTB - Back to Base.
Section 1.F: Promotional Procedures
- Do not promote anyone in the same division as yourself.
- Do not promote without an approved portal account for logging.
- Log ALL promotions on the portal (ns.eternalhub.com).
- Only hand out promotions after the individual in question has met the standard “Online Time” requirement of thirty (30) minutes.
- Report any cases of unfair promotion to the Secretary of Defense (SoD).
- If the person you promoted requires training, you are required to train them.
- Assist the individual promoted in getting their badges accepted if required. (If no Badge Admins are online to accept the badge ask the individual in question to add [AB] at the end of their motto.)
- As a promoter you are not allowed to double promote. This includes but does not limit to promoting someone who already has your promotion tag, and/or promoting someone twice in a row without someone else promoting them in between. (If you believe that the staff does deserve the next promotion, or there has been a substantial amount of time between the previous promotion and now the current time, then do recommend them to another eligible promoter for promotion.)
- All members in the “Senior Rank division” and above are required to have logged three (3) other promotions before being eligible for a promotion themselves.
Section 2: Disciplinary Policy
Disciplinary actions are based on the Disciplinary Policy. Every action such as demotions, discharges to strikes are based on procedures that needs to be followed by everyone. This is to maintain order within the agency and prevent any problem which will affect the agency’s performance.
Section 2.A: Discipline Procedures
Low Ranks (Standard - Detectives & Forensics):
In Base Warning x2 → Demotion → Fire
- Low Ranks do not receive Written Warnings.
- A step may be skipped, depending on the severity of the situation.
- If the culprit is a Trainee, You should try and retrain them. If they refuse or do not change behaviour after retraining, then you can discharge them.
- Not accepting a demotion in any case may lead to a discharge or strike(s).
- If they are ignoring the ATT, you may request a kick in base or in discord chat.
- If you are unsure don’t be afraid to ask a Leadership+.
Senior Ranks - Office Of Administration:
In Base Warning x2 → Written Warning → Demotion → Strike 1 → Strike 2 → Fire (Also known as Strike 3 and DnH)
- Written Warnings should always include screenshots and witness(es)
- All warnings should be recorded into ‘Disciplinary Logs’ on the Portal.
- The procedure has to be carried out by someone 2 divisions higher than the person they are discipling, provided the proper approval has been obtained.
MoD and above
Strike 1 → Strike 2 → Strike 3
- Due to the high ranking of these members, they must always go straight to a Strike.
- Must be approved by Directorate and Foundation.

- Example: This is warning 1, Please refrain from being rude towards the SR+ or you may be faced with disciplinary actions.

- Failed to listen to commands from SR+.
- Disrespect fellow NS staff.
- Break the rules
Section 2.D: Strikes
Strikes are to be seen as a major punishment and should be given in the most serious cases.
- BoC and above can issue the first strike, with approval from MoD +.
- IA and above can issue the second strike, with permission from a Leadership +.
- The third strike can only be issued by a MOD+ with approval of 3 iC + after an investigation has been carried out.
- On the third strike that person is then put on DnH, until Foundation has found fit, then taken of DnH
First Strike: Add x1 into Motto.
The first strike is a major warning.
This strike will remain for at least 1 month and will be removed by the person who issued the strike and by a MoD+. However, after 14 days of issuing the strike it can be re-evaluated and removed if deemed necessary.
Second Strike: Add x2 into Motto.
This strike will remain for at least two months, excluding any LOA’s.
- Depending on the severity of the case, a demotion by at least a few ranks could be issued.
- For Moderation and above this strike includes a probation period of 7 days
- This strike can only be removed (and issued) by Leadership and above after an investigation has been carried out.
Third Strike: Termination of Service
Once issued, the person will be removed from the National Security with immediate effect.
- The person that wishes to issue a third strike must present their evidence to 3iC + providing screenshots and links as proof.
- A third strike can only be issued by a Leadership+ with approval of 3 iC +
- Decision for removal of a strike will depend on the judgement of the 3iC + involved.
When issuing a strike, ensure it has been logged on Portal under disciplinary logs.
Section 2.E: Firing
Only iC (in Command) members are allowed to discharge Staff members. Based on certain conditions. However, 3iC and below needs to inform any 1iC+ about the firing.
- Leadership (6iC)+ can approve fires for Standard Ranks to Detectives & Forensics.
- Executive Cabinet (5iC)+ can approve fires for Senior Ranks to Operation Unit
- Secretariat (3iC)+ can approves fires for Senior Council to OOA.
- Presidential (2iC)+ can approves fires for Board of Chairman until IA.
- Chief of Staff (1iC)+ can approves fires for Moderation+ (Firing iC will requires Directorate and Foundation’s knowledge.)
- Directorate + can approves fires for iCs with informing CoS and Foundation for removal from the system (Portal/Website).
Direct fire cases (No required disciplinary history):
- Self Promotion.
- Double Jobbing (With and without ALTs).
- Creating fake NS badges to enter the NS base or receive privileges (such as fake PAY Badge)
- Selling ranks illegally/without authorisation.
- Trolling / Advertising / Causing havoc with allied agencies.
Section 2.F: Do Not Hire (DNH)
This is an action taken when a worker of the National Security has broken rules repeatedly and didn’t learn from their previous disciplinary actions.
General rules
- SR + are to put someone on the Do not Hire list after they have already been fired once before.
- In order to put someone on the Do not Hire list, you need to get permission from a 3iC + member, which will be given when asked for approval to fire.
- SR + are not allowed to put someone on Do not Hire without solid screenshots and if possible witnesses, regardless of the situation.
Do Not Hire Scope (?)
In specific cases Do not Hire can only be done by Chief of Staff +.
- The Do not Hire status can only be revoked by the Chief of Staff +.
- To be removed from Do not Hire the case will be reviewed and research will be done.
- Complaints about unfair Do not Hire punishments can be sent to Chief of Staff +.
As stated above people who are on the Do not Hire list are not allowed to be let into base,
to see who is on the Do not Hire list refer to Kick On Sight/ Do Not Hire on the website.

Section 3: Rank Sales
Only official Rank Sellers are able to sell ranks and SV/VIP. These people are the only ones who should be approached regarding buying ranks or SV/VIP. Rank sellers will have badge admin on the badges and will be able to accept badges instantly.
Section 3.A: Procedure Regarding Rank Buyers
In order to buy ranks, there are certain rules or conditions that need to be followed:
- Rank prices are based on the Official Rank Price.
- Changes to the price is to the Rank Seller’s discretion.
- Only Rank Sellers are able to sell ranks/SV/VIP.
- Once ranks are bought, there will be no refunds.
- The payment must be done during the buying process. No delays of payment are authorised.
- Promotions are also able to be bought from Rank Sellers.
- NS will not be responsible for any scamming done by individuals who are not official Rank Sellers. However, you may notify the Secretary of Defense (SoD) regarding the incident so actions may be taken. Though, no promise will be made whether you will be refunded or reimbursed given the rank you bought from the wrong person.
Section 3.B: Procedure Regarding Rank Sellers
In order to be able to sell ranks there are a few rules and procedures that should be followed during and after a sale. These are listed as follows:
- Founders are the only individuals within NS that are authorised to sell ranks.
- All rank sales must be recorded on Discord or the portal.
- All income from sales are to be used at the Foundation’s Discretion.
Section 4: Alliances
Alliances are formed by two parties who want to help each other succeed further with their goals. Alliances are used to boost numbers, boost morale, or even to boost popularity within the two parties.
Section 4.A: Alliance Requirements
Agencies who want to form an alliance with the National Security are expected to be able to meet several requirements to be even considered for an alliance. This criteria can be found below:
- Agencies must have at least 500 individuals on their main identification badge.
- Agencies are also expected to have at least 70 individuals on their security identification badge
- Agencies must have an accessible headquarters to the public.
- Agencies must have an active Foundation team.
Section 4.B: Alliance Agreements
Agencies who do meet the requirements and are accepted as allies must be able to keep to the below agreements. If an agency reneges on the agreement, the agreement will be rendered null and void and the agency will not be considered for another agreement for at least three (3) calendar months. Below are the terms in which both parties will be expected to abide by.
- Both agencies are expected to give each party’s 4iC+ members the “Special Visitor/Guest” badge membership to gain entrance within each other’s headquarters.
- Both agencies are expected to invite each other to events that are held within their agencies.
- Both agencies are expected to help each other out if conflict arises.
- Both agencies are expected to give decent ranks to the other agency if one closes.
- Neither agency is allowed to join another alliance or agreement with another organisation without first consulting each other.
- Agencies are expected to give at least a one (1) month warning before leaving the agreement.
- Both agencies are expected to have bi-weekly meetings between External Affairs staff to keep communication lines open.
